The State Duma appreciated the simplification of the rules for obtaining disability

On Saturday, November 28, State Duma deputy, vice-president of the All-Russian public organization of disabled people “All-Russian Society of the Blind” Order of the Red Banner of Labor Oleg Smolin commented on the simplification of the rules for obtaining disability registration in the country.

According to him, this is one of the steps to de-bureaucratize this process, and this issue was raised more than ten years ago, and all this time people have been complaining about the difficulties in registering a disability.

Smolin pointed out that the process of obtaining this status is very thorny because of the supporting medical documents, for which people have to go to doctors for more than one month. He identified access to medical and social expertise as another problem.

“You need to go through a large number of doctors … For example, if you want to get an individual rehabilitation program … you have to go to doctors for a month, while many doctors are unhappy because they have many other concerns,” he told RT.

The fact that Russia simplified the rules for registering disability became known earlier on the same day. The corresponding decree was signed by Prime Minister Mikhail Mishustin.

The fact is that in order to establish or confirm disability, Russians need to undergo a medical and social examination, a referral to which is issued by a polyclinic with an indication of the results of medical examinations. If earlier in the direction all the necessary data were not indicated, then the citizen had to go to the clinic again to get them.

Now, if there is a lack of information about the applicant for disability, the specialists of the bureau of medical and social expertise will send a request to the clinic themselves. At the same time, the return of referrals to medical institutions should not take more than three working days. The clinic is given 14 days to respond.

However, the new rules will take effect after the cancellation of the temporary disability registration procedure introduced against the background of the spread of coronavirus infection, that is, after March 1, 2021.

Now a disability can be assigned without a personal appeal of a citizen to the ITU bureau, and an already established one can be automatically extended for six months.
