The Prosecutor General’s Office of the Russian Federation has offered to issue housing certificates to those orphans who have not been able to receive it for more than five years, Interfax reports on Friday, January 15, citing the supervisory agency.

“Prosecutor General Igor Krasnov came up with an initiative to change the legislation. It was proposed to take alternative support measures to solve the housing problem of persons who have been registered for more than 5 years – to issue them a certificate for housing, “the Prosecutor General’s Office noted.

Krasnov expressed the opinion that the proposal would allow orphans to independently select and purchase housing.

“The checks carried out by the prosecutors of the constituent entities of the Russian Federation have shown that the housing problem of orphans and children left without parental care has not been resolved. About 182 thousand people of this category did not realize the right to receive housing, ”added the press service of the department.

At the same time, it is emphasized that in the regions, proper registration of orphans is not established, cases of their unlawful exclusion from the lists of persons subject to housing are allowed.

In August, it was reported that State Duma deputy Elena Strokova proposed lowering the interest rate on mortgages for families who adopted a child from an orphanage. As the author of the initiative noted, if the child was adopted, he loses the right to receive housing from the state. As a result, many families choose guardianship over adoption as it preserves the child’s ability to qualify for housing.
