Social activists proposed to expand benefits for paying for housing and communal services

Social activists offered to charge the poor with subsidies to pay for housing and communal services in the presence of debts. The idea was formulated in a letter from the Public Chamber of the Russian Federation and NP ZHKH-Kontrol to Prime Minister Mikhail Mishustin, which Izvestia got acquainted with. Today, subsidies are no longer charged if the recipient does not pay for the communal apartment within two months.

– The ban on subsidies for citizens with debts leads to a vicious circle. A citizen cannot receive a subsidy because he has debts. And they continue to accumulate, since there is no subsidy, – the author of the initiative, head of the RF Public Chamber’s commission on housing and communal services, construction and roads, head of the executive director of Housing and Utilities Control Svetlana Razorotneva told Izvestia.

Also in the letter to the head of the Cabinet of Ministers it was proposed to change the approach to assessing family income, which determines the right to assistance. Now they take into account the indicator for the last six months, social activists consider it necessary to reduce the period to two months – this will help people with unstable earnings or who have lost their jobs, the document says.

Now about 5.4% of families receive subsidies for housing and utility services annually, the letter says. If the proposal of social activists is accepted, the number of beneficiaries may double, Svetlana Razorotneva estimated.
