According to him, negotiations on the extension of the Treaty on the Reduction of Offensive Arms (START-3), the return of the United States to the Paris climate agreement and the so-called nuclear deal with Iran could establish a dialogue between the countries. However, even all of these conditions do not guarantee a warming in relations between the parties.

Earlier on Tuesday, Vladimir Putin sent a congratulatory telegram to Biden on his victory in the US presidential election. The day before, the democrat received the number of electoral votes necessary for victory.

On December 15, Biden said the electoral college vote was a “clear victory” he won over his Republican rival Donald Trump. Biden added that Trump’s attempts to challenge the outcome of the US presidential election, including in the courts, were unsuccessful and exhausted.

According to the results of the electoral vote, Biden received 306 votes against 232 from Trump. The final results will be approved on January 6, 2021.

The US presidential election was held on November 3. The current head of the White House is convinced that the elections were held with numerous violations and rigging in favor of the Democrats. Trump’s attempts to file lawsuits to block electoral votes have ended in failure.
