Ideas for the development of schools and children’s camps in the Russian Federation within the framework of PPP will be presented to the government

Proposals to stimulate public-private partnership (PPP) projects in the field of children’s recreation will be sent to the Government of the Russian Federation based on the reports presented at the VII Infrastructure Congress “Russian PPP Week”. This was announced by the participants of the event held in Moscow.

Analysis of the situation showed that in all Russian regions there is a shortage of more than 720 thousand school places, according to a message received by Izvestia. The funds reserved in the federal budget are not enough to cover this deficit, said Andrei Rodionov, deputy head of the department for the development of regional infrastructure and competitive procedures of the Ministry of Education of the Russian Federation. The ministry has begun to study the issue of using PPP mechanisms – attracting private investment in the construction of schools.

The Minister of Education, Science and Youth Policy of the Nizhny Novgorod Region Sergey Zlobin noted that in the Khanty-Mansiysk Autonomous Okrug, in the Nizhny Novgorod Region, there are already examples of using the PPP mechanism. Within the framework of the concession agreement, the construction and operation of buildings for 13 years have been combined, which allows the customer – the regional government – to shift part of the responsibility to the concessionaire, including in matters of interaction with builders, the minister noted.

As an example, the participants cited the School 800 educational complex, the construction of which began on June 1 in Nizhny Novgorod. According to Otto Sopronenko, General Director of the First Concession Company “Prosveshchenie”, every meter of space should be involved in the school to achieve high educational results – hence the need for Prosveshchenie to participate at all stages of the design and construction of the complex, as well as in the further organization of teaching.

There are also many opportunities for attracting investments in the field of children’s recreation, says Andrey Avdeev, deputy head of Mosgortur.

“Enlightenment” is ready to invest resources in restoring children’s camps and building new ones. The second concession facility, which is planned to be launched in one of the republics of the Russian Federation in 2023, also provides for educational and recreational recreation, ”said Kristina Kolesnikova, Director for External Communications of the Prosveshchenie group of companies.

The Minister of Resorts and Tourism of the Kabardino-Balkarian Republic Murat Shogentsukov said that today the infrastructure in the field of children’s recreation in the region requires modernization.

“Our republic is a region of developed tourism, both for children and adults. Today, 30% of objects operate in the region, while the rest have good supply infrastructure. We are actively discussing issues related to PPP and the restoration of tourist traffic. We are open to partnerships and collaborations, ”he said.
