The government commission on crime prevention recommended that regional leaders create and expand centers for homeless people. Izvestia got acquainted with the text of the commission’s decision, signed by the head of the Ministry of Internal Affairs of Russia Vladimir Kolokoltsev.

According to the document, homeless assistance centers will be necessary for the social adaptation of these people, finding housing and work for them.

It is assumed that such measures will reduce crime among the homeless. The text of the decision provides statistics. Thus, last year 7,500 homeless people committed crimes.

As of 2019, there are 136 organizations in Russia that provide assistance to the homeless, in particular, centers for social adaptation, shelters, hotels and overnight homes. However, there are not enough places for the homeless, of which there are between 1 million and 5 million in Russia.

“The creation of one center for the homeless can cost 100-300 million rubles, but the costs of their annual maintenance, maintenance and operation will be much more,” explained Ruslan Abramov, head of the Department of State and Municipal Administration of the Plekhanov Russian University of Economics.

At the same time, according to the expert, it is necessary to open such an institution in every region.
