Belousov revealed the key factors of the transport strategy until 2035

This year, the Ministry of Transport of Russia will have to determine the transport strategy until 2035. This was stated by Deputy Prime Minister Andrei Belousov on Friday, April 23, at the collegium of the department.

“This year we are to develop and adopt a fundamental sectoral document that will determine our work for years to come – a transport strategy until 2030 and 2035,” he said.

The main idea of ​​the strategy, according to the deputy chairman of the government, is to turn transport into a “single, connected, client-centric system based on the latest technologies,” where the client is “a passenger and a shipper.”

Belousov noted that this document should define the parameters and investment needs of the backbone of the transport complex and the principles of its development. Such a network should be unified and connect all modes of transport into an “integral system”.

The Deputy Prime Minister added that the interaction between shippers and transport companies should be “mutually beneficial and transparent.” It is necessary to provide “predictable pricing” for transport services. Consumers of such services should be able to shorten the delivery time of goods and make “long-term plans”.

In addition, the strategy should ensure the development of population mobility, including through the “transport linking” of urban agglomerations. It is necessary to expand regular transport links with hard-to-reach regions of the Far North, the Far East, Crimea and Kaliningrad, Belousov pointed out.

The strategy should also provide for a “phased digitalization” of the transport complex, create a basis for unmanned transport management, transfer of transportation documents into electronic form, he added. It is necessary to move to modeling traffic flows in real time, use Big Data and artificial intelligence (AI) technologies when expanding the transport infrastructure.

Belousov stressed that the most important thing is to provide appropriate professional training for workers in all sectors of transport, as well as comfortable working conditions for workers in the industry and their professional development.

In February, Izvestia, referring to the strategy for the development of the transport system of the Moscow region until 2035, reported that the authorities were working on a project for the development of social carpooling. The project provides for the development of a mobile application through which users can order a “social” car to get from commuter rail hubs to remote residential areas that are not accessible by public transport.

The Ministry of Transport said that the project could be implemented by 2025. Any car owner who meets the established conditions will be allowed to connect to the service. The state will be able to subsidize the transportation of passengers to the nearest stop of the main transport.
