Thanks to the joint work of employees of the Astrakhan customs and the Office of the Federal Security Service of the Russian Federation in the Volgograd region, illegal movement of dual-use goods across the border of the Russian Federation to the Republic of Kazakhstan was revealed.

Thus, three “Measuring devices-signaling devices of the search microprocessor ICP” were delivered to Kazakhstan in the amount of more than 300 thousand rubles. This device is designed to detect radioactive substances.

These products are included in the list of controlled goods, which is approved by the decree of the President of the Russian Federation dated December 17, 2011 No. 1661. Thus, this signaling device is a dual-use product that can also be used in the manufacture of weapons and military equipment. It is subject to export control. It is necessary to export the specified goods outside Russia under the license of the Federal Service for Technical and Export Control (FSTEC of Russia) in the manner determined by the decree of the government of the Russian Federation.

However, the firm did not apply for a license to export goods from the Russian Federation to the Republic of Kazakhstan, the press service of the Astrakhan customs reported. In addition, the company is not in the register of Russian participants in foreign economic activity, which can conduct foreign economic transactions and export some types of controlled goods without a license. Astrakhan customs opened a criminal case under Part 1 of Article 226.1 of the Criminal Code of the Russian Federation – the smuggling of materials and equipment that can be used to create other weapons and other military equipment. Investigative actions are underway.
