The State Duma proposed to simplify the purchase of housing for mother capital

State Duma Deputy Yevgeny Fedorov appealed to the head of the Ministry of Labor Anton Kotyakov with a proposal to remove the temporary restriction on the use of maternity capital for buying a home without a mortgage. This was reported on Friday, April 23rd, by RT, citing a letter from the legislator to the minister.

In his appeal, the parliamentarian notes that at the moment the funds of the capital can be used to purchase real estate, but only with a mortgage. Without the use of credit instruments, it is possible to spend money on the purchase of an apartment or house only three years after the birth of a child.

Fedorov sums up that a family that wants to buy a home without a mortgage, but needs materiel capital for this, has to either wait three years (the period for which real estate can significantly increase in price), or take out a loan.

“In order to support young families with children, I ask you to evaluate the feasibility of changing the rules for providing funds from the“ Maternity Capital ”for the purchase of real estate without credit instruments, namely, to allow families to apply for these funds immediately after the birth of a child,” the letter says.

In March, the government simplified the procedure for using mother capital to improve housing conditions. Parents no longer need to submit documents to the Pension Fund about the work performed to improve their living conditions. To compensate for the costs of construction or reconstruction of housing, only an extract from Rosreestr is needed stating that the land plot and the house built on it are owned by a citizen.

Since 2021, maternity capital has been increased to 483,882 rubles for the first child and 639,432 rubles for the second. Money can be spent on buying or building housing, paying for education, forming the funded part of the mother’s pension, purchasing goods and services for disabled children.
