By the end of 2020, the Ministry of Health, together with other departments, will present new rules for medical examination for drivers. This was announced on Thursday, July 30, by the Deputy Minister of Health of Russia Oleg Salagay.
“The positions of the departments are close on key issues. I think that in the near future we will be able to discuss this issue at the level of a specific normative act, “RIA Novosti quotes him.
The new procedure assumes that in order to obtain a medical certificate, motorists will have to be tested for alcohol consumption only in the direction of a narcologist if he detects signs of the disease. At the same time, the old conditions for obtaining certificates will apply until the end of 2021.
Salagay pointed out that new initiatives and methods will become as accessible as possible for the regions.
At the same time, Ruslan Isaev, President of the Independent Narcological Guild, is confident that the procedure for medical examination of drivers will not work effectively. He drew attention to the fact that the regulatory documents do not specify on what grounds a narcologist should identify signs of alcohol or drug abuse, and there are a lot of such signs, including nonspecific ones.
Earlier it was planned that innovations in medical certification will start working in Russia from July 1.
