The Russian Ministry of Finance has prepared simplified rules for the production, acquisition and destruction of federal special brands for alcohol. This was announced on Tuesday, September 6, on the agency’s website.
The ministry explained that now for the procedure for issuing stamps for alcohol, it will only be necessary to submit an application submitted through the Unified State Automated Information System (EGAIS). The need to provide all other documents and declarations for business representatives will disappear, which will significantly reduce administrative and time costs for them.
“The requirement to provide a number of documents has lost its relevance after the introduction in 2018 of” blotted “accounting of alcoholic beverages, which allows the traceability of each unit of alcoholic beverages,” the Ministry of Finance explained.
In addition, federal special marks will now be used for any alcohol subject to labeling. The authority to issue them will be centralized in one department – Rosalkogolregulirovanie.
The draft resolution will be published on the regulation.gov.ru portal for public discussion with all interested parties.
In Russia, the circulation of alcohol is prohibited, on which special or excise stamps are not applied. Domestic alcoholic beverages are marked with federal special marks, imported ones – with an excise stamp issued by customs authorities.
Earlier, the Ministry of Finance criticized the initiative to label alcohol with radio frequency tags, saying that this would create additional costs for businesses, without increasing the effectiveness of state control in this area.
