The Ministry of Economic Development announced a sharp reduction in the number of inspections of entrepreneurs in the first six months of 2020. According to the ministry, the regulatory and supervisory authorities inspected the business in total 332 thousand times, while in January-June 2019 – 612 thousand. At the same time, the Ministry of Economics admitted that the weakening of control actually did not affect the level of accidents in organizations. Cases or threats of harm to life, health or other protected values ​​have not increased, the Ministry said.
However, the main reason for the decrease in the frequency of inspections is the moratorium on their conduct, according to the agency’s review.
The most active inspectors are in the Ministry of Emergency Situations, Rospotrebnadzor, Rostrud and Rostekhnadzor, follows from the report of the Ministry of Economics. In total, in the first six months of 2020, they held 324 thousand events – 97% of the total. The Ministry of Emergency Situations inspected organizations 53% less frequently compared to January-June 2019, Rospotrebnadzor – 48%, Rostrud – 33% and Rostekhnadzor – 41%.
Rospotrebnadzor, when asked about plans to reduce the number of inspections in the future, stated that in the future, control and supervisory measures will be carried out in accordance with current legislation.
Rostekhnadzor said that although the number of inspections decreased in absolute terms, the service began to react even more severely to violations: the number of administrative suspensions increased by 10% year-on-year, the number of warnings – by 42%.
