The State Duma is studying the issue of tightening arms trafficking in Russia. As Izvestia found out, it is about equating the requirements for ownership of rifled and smooth-bore means. According to the parliament, today, due to the production technology, the difference between these two types of weapons has leveled off. This is stated in the terms of reference for the study posted on the public procurement website, the authors of which must prepare their recommendations. If they are adopted, they will affect over five million Russians.
“In order to circumvent the statutory limitation in the production of civilian smoothbore weapons, they began to use the technology of oval-screw barrel drilling, developed by Charles Lancaster -“ Lancaster’s drilling ”. This provides a higher bullet speed and significantly increases the accuracy of shooting, which made it possible to bring the characteristics of a “conditionally smooth-bore” weapon closer to a civilian rifle, “the lower chamber expresses concern.
As emphasized in the documents, “as a result of this, the 5-year experience of owning civilian smooth-bore weapons, which is mandatory for obtaining a permit to purchase rifled weapons, has become a legal fiction.” The purpose of the study, which will be carried out by Moscow State University, is to analyze and develop proposals for improving the legislative regulation of the circulation of civilian weapons and ammunition for them.
