Currently, more than 86% of the residents of the Smolensk region over 14 years old are registered on the portal of state services in the Smolensk region. The region entered the top ten in terms of the quality of the provision of electronic services. In August, the Ministry of Economic Development of Russia summed up the results of the annual monitoring of the quality of the provision of state and municipal services in electronic form, including the formation of the rating of the constituent entities of the Russian Federation.
In total, during the monitoring of 2019, 1,336 priority services were studied, provided in 85 constituent entities of the Russian Federation.
Smolensk region took tenth place in the ranking. It was outstripped by Moscow, the Moscow region, as well as the Rostov and Tula regions, the Udmurt Republic, the Khanty-Mansi Autonomous Okrug, St. Petersburg, the Penza and Novosibirsk regions. The closest neighbors of the Smolensk region – the Bryansk and Kaluga regions – occupy the 44th and 23rd places, respectively. The Tver region is in 79th position.
According to the Department of Information Technologies of the Smolensk Region, monitoring was carried out in the following areas:
assessment of the completeness of information on the procedure for the provision of services and the compliance of this information with administrative regulations or other normative legal acts governing the procedure for the provision of services;
assessment of the possibility of submitting an application for the provision of services in electronic form and receiving feedback from the department (expert monitoring);
analysis of the compliance of services with the requirements of the Government of the Russian Federation of March 26, 2016 No. 236 “On requirements for the provision of electronic state and municipal services”;
assessment of the accessibility of authorities and local governments through telephone channels (telephone monitoring).
