The difficulties of career growth of the Deputy Governor of the Arkhangelsk Region are being clarified
At the disposal of our editors was a copy of the letter of the Federal Air Transport Agency, which was sent on March 6, 2009 to the then governor of the Arkhangelsk region Mikhalchuk. As follows from the document, the Federal Air Transport Agency opposed the appointment of V.S. Petrosyan as General Director of Arkhangelsk Airport JSC. The reason is simple – the candidate does not meet the requirements that apply to the qualifications of the head of a civil aviation organization, namely: having a higher professional (technical) education and seniority in managerial positions at an aviation enterprise for at least 5 years.
Indeed, the applicant for a responsible post previously worked as a receiver of cargo and baggage of the unclaimed baggage storage at Sheremetyevo-1, then as a dispatcher for the organization of air transportation (passenger) of the baggage delivery and storage section of Sheremetyevo-1, and as a shift deputy head of the Airport Passenger Transportation Service. He mastered the specialty “management of the organization” only in 2010 at the St. Petersburg State University of Civil Aviation.
The objections of the federal department did not prevent the Arkhangelsk officials under the leadership of Mikhalchuk, using the majority in the Board of Directors, to dismiss the former General Director of OJSC Arkhangelsk Airport, Yu.V. Vasiliev, who had worked at the enterprise since 1997, and to appoint Petrosyan as acting director on January 15, 2010 … On December 30, 2010, the novice manager was made CEO without the “acting” prefix.
In May 2020, Vahe Samvelovich Petrosyan became Deputy Governor of the Arkhangelsk Region for Domestic Policy – Head of the Governor’s Administration and the Government of the Arkhangelsk Region. What written responses from respected federal departments about this candidate for a high state position are stored in the archives of the Government of the Arkhangelsk Region, we will not find out soon, and maybe we will never know.
