New IDs issued after August 2 of the coming year will need to have a chip containing two of the holder’s fingerprints. This pan-European regulation was adopted by the Bundesrat and previously approved by the Bundestag.

From May 2025, new requirements for passport photographs will be introduced. Pictures must be taken exclusively digitally and sent through secure channels to the regional passport office or even taken on site. This means that it will not be possible to bring a photo printed on the printer. New security requirements have been introduced to combat fraudulent documents, for example, by overlaying multiple photographs to create a single artificial image (morphing).

It is also new that people who do not consider themselves to be of any gender will in the future be able to put an “X” badge in their passports instead of “M” for men or “F” for women. Anyone who has registered himself with German authorities as a person of the opposite sex or non-gender should be able to keep the previous gender information in his passport, in order to protect against possible discrimination when crossing the border.
