Control over road signs offered to return to the Ministry of Internal Affairs

The government commission on legislative activity approved a bill that will oblige the authorities of all levels to coordinate with the Ministry of Internal Affairs the installation of signs, markings, traffic lights and cameras. This was reported on Monday, April 19, by the Kommersant newspaper.

It is noted that amendments will be made to the law “On the organization of road traffic”, prepared by the Ministry of Transport in 2020. One of the innovations will affect traffic management projects: schemes for placing signs, markings, traffic lights, cameras on the roads. The authorities of all levels will be obliged to coordinate these documents with the departments of the Ministry of Internal Affairs-GIBDD.

According to the publication, the bill provides for cases when approval is not required: holding mass events, emergency recovery work after an emergency or accidents.

As part of the amendments, the changes will affect the notification of the population about new paid parking. Currently, the authorities must warn about innovations no later than 30 days in “periodicals” and on the websites of the authorities, the bill will allow to be limited only to the Internet, the publication says.

On April 8, Deputy Chairman of the State Duma Committee on Security and Anti-Corruption Anatoly Vyborny proposed punishing persistent traffic offenders in the event of an accident in the same way as drunk drivers. According to him, if a driver has hundreds of violations of the rules, and he commits an accident in which a person is seriously injured, then the punishment should be higher, and not as for a motorist who arranged such an accident through negligence.
