The State Council Commission for Evaluating the Effectiveness of Regional Authorities began work in Moscow on December 22. The meeting, which was the preparation for the first meeting of the State Council of the Russian Federation of the new format, was chaired by the chairman of the commission Sergey Kiriyenko. The work took place in partly face-to-face format. Several members of the commission took part by video link.
During the event, the prospects of work, taking into account innovations, were discussed, including joining the composition, in addition to governors and ministers, mayors and other leaders of the municipal level.
“The State Council is being rebooted. Not only governors become members, but also various leaders who represent other branches of government, including mayors for the first time, ”the REN TV channel quotes the words of the governor of the Chelyabinsk region, Aleksey Teksler.
The meeting together with the Presidential Council for Strategic Development and National Projects will be held on Wednesday, December 23. The event will discuss national goals until 2030.
The day before, on December 21, Russian President Vladimir Putin approved the composition of the State Council of the Russian Federation. The state body was headed by the Russian leader himself. Aide to the President Igor Levitin remains the Secretary of the State Council of the Russian Federation. The composition includes governors, speakers of the State Duma and Federation Council, plenipotentiaries, leaders of parliamentary parties.
On December 8, Vladimir Putin signed a law on the status, structure and powers of the State Council of the Russian Federation. The main functions of the body included consideration of issues of interaction between public authorities, discussion of directions of domestic and foreign policy, as well as determining the vector of socio-economic development of Russia. Among other things, the functions of the State Council include the analysis and development of improvements in state and municipal governance, coordination of criteria for the effectiveness of both executive authorities and local self-government. Members of the State Council will be prohibited from holding foreign citizenship.
