In the Irkutsk region, they intend to create a network of state shelters for homeless animals. The concept for the development of the network will be presented in December, said the head of the regional veterinary service Sergei Shevchenko during a direct line in the accounts of the regional government in social networks.
The first three institutions should appear in Bratsk, Tulunsky and Irkutsk regions. It is also planned to organize a pilot project with the participation of a non-profit organization in Ust-Kut, writes IA IrkutskMedia.
The very concept of network development implies a combined approach – both government and with the involvement of non-profit organizations. Funds for the operation of the shelters will be allocated through grants.
In October this year, Governor Igor Kobzev instructed the veterinary service to develop a concept for the development of a network of state animal shelters. It should be presented in December.
In addition, before the new year, the region will consider the issue of dividing the standard for capturing and keeping stray animals.
On November 22, it was reported that the animal protection organization “Vita” appealed to the Prosecutor General, the Chairman of the Investigative Committee and the Minister of Internal Affairs of Russia with a request to control the investigation of the long-term murder of dogs and cats, which are caught in the Irkutsk region.
The reason for the appeal was a signal from volunteers, who at the beginning of November managed to enter a shelter in the village of Karluk, 13 km from Irkutsk, where the bodies of dogs were found, some of which ended up in freezers. Also in the bags were the corpses of animals with traces of violent death.
According to animal rights activists, the shelter belongs to LLC Five Stars, which is a monopolist in the capture and maintenance of stray animals in the region. The authors of the appeal claim that they are talking about 50 thousand killed dogs and cats.
According to the head of the regional veterinary service, Sergei Shevchenko, the department is now conducting its unscheduled inspection in relation to the Five Stars shelter. The results of the check will be sent to the regional prosecutor’s office.
