The maintenance of houses in Russia may deteriorate due to double checks of management companies by the state and municipal housing inspectorates, according to the industry. Dual control implies government amendments to the bill on state supervision, introduced to the State Duma. As a result, management companies (MCs) may start paying fines for the same violation twice. Dmitry Gordeyev, deputy head of the Housing and Utilities and Urban Environment Association, sent letters to Deputy Prime Minister Marat Khusnullin, the Ministry of Economic Development and the State Duma committees, in which he asked to establish clear boundaries in the powers of regulatory bodies.
“Doubling the inspection bodies can lead to double fines for one violation, different regulations,” Gordeev told Izvestia.
The bill transfers most of the powers of the state housing supervision authorities to the municipal housing control authorities. It is necessary to clearly delineate their areas of responsibility, says Dmitry Gordeev.
It is necessary to leave the state housing supervision as the responsible body for fulfilling the requirements for the maintenance of common property, public and private apartments, and the municipal housing control should be done only in relation to the requirements for municipal apartments, he is sure.
The Ministry of Construction told Izvestia that by the second reading the Russian government has already prepared amendments to the bill that establish a clear line between housing supervision and municipal control.
