The Bryansk mayor’s office held a meeting of the non-payment commission, to which officials summoned the heads of enterprises where there are tax arrears or payments lower than the industry average.
The total debt to the budget of the city of enterprises, the heads of which were called “on the carpet”, amounted, according to the press service of the mayor’s office, about 4.8 million rubles. These are payments for the lease of municipal land and real estate, payments under contracts of sale, a single tax on imputed income. Some debtors partially repaid the debt to the city before the meeting and showed payment orders.
Most entrepreneurs explain the emergence of debts by a drop in income due to coronavirus restrictions. Indeed, during the quarantine, the demand for their goods and services and customer traffic decreased. With an amendment to this, the commission on non-payments proposed to pay off the debt in parts, and the heads of the debtor enterprises undertook to send letters to the mayor’s office with the terms of payment.
The department conversation took place with the management of enterprises from the spheres of public catering, production of finished food products, repair of machinery and equipment, construction and private security companies. According to social insurance, employees of these enterprises earn 5,802 to 9,915 rubles, which is below the minimum wage in the country, not to mention the region where this figure is higher than the national average. And this raises the suspicion that employers pay part of the money to employees “in an envelope”. The mayor’s office reminded that the minimum wage from January 1 is 13.2 thousand rubles a month. And they recommended updating their staffing tables, adjusted for this.
