Investigators in Tatarstan have opened a criminal case against the Deputy Minister for Civil Defense and Emergencies of Tatarstan, who is suspected of committing malfeasance. This was reported on the website of the Investigative Committee of the Russian Federation on Wednesday, March 10.
It is noted that Deputy Minister Oleg Stepushchenko is suspected of abuse of office, as well as embezzlement. According to the investigation, in 2013-2019, the Ministry of Emergency Situations in the Republic of Tatarstan entered into state contracts with commercial organizations Spetslab-Kazan LLC and Territoriya Bezopasnosty LLC to carry out work on the installation of voice siren installations of the population warning system in the amount of more than 56.7 million rubles.
However, the representatives of these organizations, being in collusion with the suspect, did not fulfill the conditions of the contracts and performed work with violation of technical specifications, however, the suspect and other unauthorized employees of the Ministry of Emergency Situations in the Republic of Tatarstan accepted the work.
As a result, the readiness and operability of the integrated system of emergency notification of the population in the event of a threat of emergencies was not ensured, and part of the funds, presumably, was wasted and appropriated.
On March 4, it was reported that investigators detained the first deputy chairman of the Voronezh City Duma, Alexander Provotorov, on suspicion of fraud. According to the newspaper, the deputy was searched, and he himself was interrogated. Work with Provorotov may be part of a criminal case of fraud during the 2020 election campaign.
