The Tula government summed up the financial results

Despite the fact that the past, 2020, turned out to be difficult not only for the Tula region, but also for Russia and most countries of the world, our region improved financial results in many respects.

This was discussed today, March 2, at an operational meeting of the Governor Alexei Dyumin.

In particular, he noted the well-coordinated work of the regional government, the effective implementation of national projects, an increase in the volume of support for families with children, and much more.

“Last year, the main efforts were focused on supporting the healthcare industry – 18.2 billion rubles (19%) were allocated from the budget for these purposes. Additional measures were introduced to support families with children, more than 1 billion rubles were allocated for the repair and equipping of healthcare and education institutions, ” – said Alexey Dyumin.

The Minister of Finance of the Tula Region, Alexander Klimov, reported on the main parameters of the regional budget execution. He noted that over the past year, the Tula budget has been constantly adjusted. The region applied for federal aid and received it in full. For the year, federal tranches amounted to 28 billion rubles, which is 12.5 billion rubles higher than the level of 2019 (80%)

The income of the Tula region last year amounted to 94.4 billion rubles, compared to 2019 – this is 15% more or 12 billion rubles.

The budget deficit amounted to only 1.8 billion rubles, while the initially planned 6 billion.

Balancing the budget has ensured an increase in work efficiency.

Expenditures in the region amounted to over 96.2 billion rubles. This is 14.1 billion rubles (17%) more than last year’s values.

In the Tula region, over 5 billion rubles were allocated for the fight against coronavirus in 2020.

2 billion from the regional budget, the rest – federal funds. The money went to incentive payments, measures of social support for medical workers and social workers; procurement of medicines, IVL preparations, personal protective equipment, medical products, equipment; creation and refurbishment of bed capacity, measures to reduce labor market tensions and unemployment benefits.

For 2021, 1.2 billion rubles are reserved in the regional budget, of which about 500 million are allocated for payments to doctors.

In 2020, 12.7 billion rubles were allocated from the budget for the implementation of national projects. They have been mastered by 94%.

Public social obligations to citizens were 100% fulfilled and amounted to 10.5 billion rubles, which is 2.8 billion rubles more than a year earlier. These funds included additional measures of social support: monthly cash payments for a child from 3 to 7 years old, payments to large families and the unemployed. In addition, funds were used to repair kindergartens, create new places in schools, purchase medicines and equipment, equip sports facilities, etc.

The Minister of Labor and Social Protection of the Tula Region Andrei Filippov reported on the remuneration of workers in the public sector.

He noted that at the end of the year, the target salary indicators for all categories of workers established by the decrees of the President of the Russian Federation were achieved, with the exception of the salary indicator for teachers of additional education institutions. In absolute terms, the salary level of this category of workers also corresponds to the established dynamics for 2020, however, due to the increase in the average salary of teachers due to the payment of a monthly remuneration for classroom management in the amount of 5,000 rubles from the federal budget, the ratio of the salary level has not been achieved in full.

The Governor instructed Andrei Filippov to personally monitor the implementation of target indicators within the framework of the President’s decree “On measures for the implementation of state social policy.”

Alexander Klimov also said that investment costs for the year amounted to 7.3 billion rubles, which is 2.4 times more than in 2019. In 2020, funds were allocated for the construction of a new building of the Tula Regional Perinatal Center, an oncological center, a nursing home “Care”, the creation of additional places in kindergartens. The construction of the Eastern bypass in Tula was completed, 250.5 km of regional, 138.5 km of municipal highways and six bridges were repaired.

In 2020, 24.17 thousand sq. m of emergency housing, housing conditions were improved by 1,182 people. 313 courtyards and 17 public spaces have been landscaped. Replaced 5 km of water supply networks. 5,500 people are provided with quality drinking water. Replaced 191 elevators.

The minister also noted that 550 million rubles were allocated for additional support to the budgets of municipalities.

In general, the volume of municipal debt increased by 11.1% and amounted to 7.3 billion rubles. The largest amount of debt is in Tula (5.6 billion rubles) and Novomoskovsk (1 billion rubles).

Alexey Dyumin instructed the Accounts Chamber and the economic block of the government of the Tula region, together with the heads of administrations, to work out the issue of debt obligations and develop proposals to increase the investment attractiveness of the region.

Alexander Klimov also spoke about the key tasks of the Ministry of Finance for 2021 and measures to improve the efficiency of the use of budget funds.
