The Federation Council Commission on Interaction with the Media proposes to block social networks for calls to participate in illegal actions. This is stated in the statement of the commission, which was presented to journalists by its chairman Alexei Pushkov on Thursday, February 4.

“The interim commission considers it necessary to improve Russian legislation in order to prevent the use of social networks to mobilize citizens for illegal actions,” the statement says.

The Commission also states that it is necessary to introduce a system of penalties for these violations – from fines to the Code of Administrative Offenses to temporary or permanent blocking of Internet platforms.

It is noted that the social networks Facebook, Twitter, Instagram, Telegram and TikTok “have become a source of dissemination of calls for mass riots among the citizens of the Russian Federation”, information aimed at involving them in the commission of illegal actions, including those posing a threat to the life and health of other citizens. It is emphasized that social networks disseminate unreliable socially significant information under the guise of reliable information.

According to the document, the commission strongly condemns the activities of Internet companies that allow the publication of messages, announcements, appeals and information on their resources that attract citizens, including children, to participate in unauthorized actions.
