The expert claims the advantage of slowing down Twitter traffic over blocking

Technologically, slowing down Twitter is a more correct measure than blocking it, Timofey Vee, deputy head of the Dialogue analytical service, told Izvestia on Wednesday, March 10. The fact is that the speed limit shifts the moral blame for the problems in the service from the regulator to the social network itself, the expert added.

Earlier that day, Roskomnadzor slowed down the speed of Twitter. The speed of work is planned to be slowed down by 100% of mobile and 50% of stationary devices. Roskomnadzor introduced such measures due to prohibited content, which was first discovered in 2017 and has not yet been removed.

“The last time Telegram was blocked, everyone scolded Roskomnadzor. Now, when the speed is reduced, the mechanism of the so-called traffic shaping is applied, users will first of all scold the site. Because there will be a feeling that the site is slowing down. It seems to me that this is an effective measure that will force the sites to a constructive dialogue. Twitter is one of the most important social networks for Runet, where there are a large number of people. And she has to comply with the law, ”Vee said.

According to him, this is the first case of using the mechanism when access to the site is not blocked, but its speed slows down.

Twitter has actually curtailed dialogue with the Russian authorities in recent years, the expert noted. Even such Western platforms as Facebook and Instagram reacted, albeit in an inoperative manner, to requests from official departments and deleted posts with feces about the coronavirus, the specialist noted.

“For its part, ANO Dialogue can confirm that the interaction with Twitter to remove fakes about the coronavirus was zero. The last major one was with a provocation on March 3 that a suicidal flash mob is planned, which they tried to promote. As far as I know, Twitter did nothing to somehow limit the audience of these messages, ”he concluded.

Earlier, on February 25, Ekaterina Mizulina, a member of the Public Chamber of the Russian Federation, said that Twitter, Facebook and Instagram became leaders in terms of the ratio of the number of destructive materials to the audience of the site.

On February 3, it was reported that Roskomnadzor identified about 2.5 thousand calls for minors to take part in unauthorized actions on social networks, all of them were removed. In turn, the Federation Council commission proposed to block social networks for such calls.
