The president of Inteko called the measures proposed by the president “absolutely correct”, noting that in a number of regions, for example, in the Tula region, the housing market is “quite low-margin,” and without support and stimulation of the creation of high-quality supply, stimulation of demand.
“The preferential loan allows you to sell the relevant real estate at a lower cost, and, accordingly, sell it at a more affordable price. Therefore, this is an absolutely effective measure, ”Nikolayev explained.
He also noted that “very serious attention has already been paid” to the removal of administrative barriers.

He recalled that the Russian leader also spoke about digital design, which makes the process more technologically advanced and allows “virtually avoiding the need for rework”, which negatively affects the cost of housing.
In turn, the head of the commission on project financing of the Public Council under the Ministry of Construction, Rifat Garipov, told Izvestia about the importance of state support for individual housing construction (IHS) at the current stage.
“To build 200 million square meters. m of private houses by 2024, it is necessary to attract money from large banks to individual housing construction, which means that it is necessary to increase the confidence of credit institutions in financing the segment, ”he said.
According to Garipov, work is now underway at the sites of the Public Council to improve the efficiency of interaction between developers and large banks in the field of individual housing construction. An important condition for the successful development of the IZhS segment, he called the appearance on the market of “full-fledged mortgages without additional collateral and guarantors”, with an interest at the level of “apartment mortgages and with project financing through escrow.”
Alexander Ruchev, chairman of the commission on the building materials and technologies industry of the Public Council under the Ministry of Construction, President of the Osnova Group of Companies, noted two important issues among Putin’s instructions regarding the construction industry: the transition to digital technologies and the need to create additional conditions for the release of the volume of housing construction in the country by an indicator of 120 million sq. m per year.
“Digital technologies in design are a transition to BIM design, as well as the creation of digital models’ repositories, first of all, social infrastructure facilities for their reuse within the framework of the implementation of government programs,” he said.
Ruchev noted that this particular initiative concerns participants in the construction sector and will not affect home buyers.
He admitted that the transition to “digital” for the entire industry may take several years, since it will require additional costs, but “the process is already underway.” According to the president of Osnova, Moscow developers have been building using BIM technologies for several years and controlling projects using digital platforms.
Ruchev recalled the plans announced by the president to issue “Dom. RF “to developers of loans at 3-4% per annum, calling it” a good signal to the market. “
The expert expressed hope that the list of such regions will grow. He concluded that the available financing will increase the pace of housing construction and “saturate the market” with supply, and stabilize apartment prices for end buyers.
