Local authorities should have been given the opportunity to determine the seasons for changing the tires on the tires of the car, said on Friday, April 23, auto lawyer, lawyer of the Public Movement of Motorists “Freedom of Choice” Sergei Radko, commenting on the preparation of the Ministry of Internal Affairs of the draft new traffic rules (SDA).
According to the expert, in the technical regulations of the Customs Union “on the safety of wheeled vehicles” there is a ban on movement in the winter months on summer tires, and in the summer – on winter tires. There is no punishment for violation of this rule, because it exists only for the presence of a malfunction during operation, Radko emphasized.
“If these measures are taken now, the violation of seasonality will be considered a malfunction. When this idea was discussed a few years ago, there were reasonable objections that we have a large country, and not all regions have snow in December. Maybe it was worth letting the local authorities determine the seasonality? In modern conditions, in general, this is not too much of a problem. The main thing in the rubber is that the tread has a sufficient height, and it is strong, and seasonality is rather a marketing move of the companies, ”the auto lawyer said in an interview with Izvestia.
Radko stressed that this is especially true for trucks that need 10 wheels. It costs a lot of money to change the shoes of such a car, he added.
Earlier on the same day, it became known that the Ministry of Internal Affairs began preparing a draft of new traffic rules. At the moment, the department is discussing this issue. The first edition of the document was submitted to the traffic police back in 2020, but the list of rules presented in the first edition was considered irrelevant due to the content of references to outdated standards. Currently, the department has prepared the second version of the project.
As the auto expert Igor Morzharetto noted, the current list of new traffic rules is simply expanded in comparison with the previously published draft government decree.
In particular, Morzaretto added that there will be many new requirements: for example, the requirement for the seasonality of rubber. According to him, the draft new rules will stipulate that during the three winter months car owners will need to use only winter tires, and in the three summer months any non-studded tires can be used. This requirement was transferred to the traffic rules from the regulations of the Customs Union.
