The fact is that last year the Government of the Russian Federation introduced a temporary moratorium, imposing a ban on utility service providers, persons who manage apartment buildings on the basis of apartment building management contracts, in calculating penalties (fines, penalties) in the period from 01.04.2020 to 31.12 .2020.
The logic of the Government was clear: if during a pandemic people are forced to spend more time at home, then their costs for services are growing. But the incomes of many have decreased.
The Rybinsk Criminal Code did not take into account the ban of the Government and in July and September 2020 charged the resident with a penalty on the arrears of payment for the maintenance and repair of housing. After a prosecutor’s check and a submission to the Criminal Code, a citizen who knows his rights was recalculated.
