Pushkov suggested punishing trash streams with imprisonment

Aleksey Pushkov, chairman of the Federation Council commission on information policy and interaction with the media, proposes punishing trash streams with fines and imprisonment for up to 6 years. The senator told reporters about this on Thursday, January 21.

“This is becoming more widespread, so it is necessary to legislatively respond to this form of activity,” he said at the meeting of the commission.

Pushkov proposed to amend Article 282 of the Criminal Code of the Russian Federation (“Incitement of hatred or enmity, as well as humiliation of human dignity”), to introduce a third paragraph. It will prohibit such actions and provide for three types of punishment: fines, community service and imprisonment for a term of three to six years.

“Naturally, if we are talking about direct participation or complicity in the murder, then this period may be longer,” he added.

The proposals will be reflected in the concept of the future bill, which will be discussed with the interested departments.

As the parliamentarian added, during the trash stream, actions can occur that lead to injury to a person, but the victim does not complain, stating that everything happened by agreement. But the authorities want to introduce the concept of the Internet as a public space.

“A man will not come with his partner to a cafe and will not break his arm there defiantly? He will be arrested for this, regardless of whether there is a complaint or not, he will be arrested for disturbing public order, ”the senator explained his point of view.

In the future bill, it is necessary to isolate trash streams containing elements of violence, threats to health and humiliation of human dignity from the general stream of streams. Broadcasts suitable for these categories must be banned by law, Pushkov added.

For her part, the Senator from Crimea Olga Kovitidi proposed to legislatively approve the responsibility for money transfers to trash streams as a benefit and complicity in them.

On December 2, a girl died during an online broadcast by blogger Stas Reshetnyak (Reeflay). The blogger discovered the body of his girlfriend during a live broadcast, but did not interrupt the broadcast. He moved the girl’s body to the room where he was streaming, after which he tried to revive her, but she was already dead. The young man interrupted the broadcast only after the arrival of the police.

On December 4, the Ramenskiy Court of the Moscow Region arrested Reshetnyak until February 3, 2021. The 30-year-old blogger was charged with intentionally causing grievous bodily harm, resulting in death (part 4 of article 111 of the Criminal Code of the Russian Federation).
