The right to visit without special permission the premises occupied by the internal affairs bodies, as well as the places of forced detention of suspects and accused of committing a crime, detainees, persons subjected to administrative arrest was given to members of public councils under the internal affairs bodies by the Decree of the President of the Russian Federation. The purpose of such visits is to ensure that citizens’ rights are not violated.
Today, Igor Lazarev, the chairman of the public council under the Ministry of Internal Affairs of Kalmykia, and the chairman of the regional public monitoring commission, Elena Krylova, monitored the detention of persons in places of detention, visiting the temporary detention center of the department of the Ministry of Internal Affairs of Russia in the Tselinny district.
When checking the isolation ward, members of the public council under the Ministry of Internal Affairs of Kalmykia, members of the regional POC, responsible for the IVS service, employees of the department for organizing the protection of public order of the republican Ministry of Internal Affairs were also present.
In the temporary detention center, the community members got acquainted with the conditions of detention in the cells, the diet of the detainees, checked the observance of sanitary standards, the equipment of the medical office, as well as assessed the technical strength of the premises and talked with the citizens held in the IVS.
It was noted that places of detention of detainees comply with sanitary standards, a regime is observed that ensures the observance of the rights of suspects and accused. There were no complaints about the IVS staff and the conditions of detention during the working visit.
In addition, as part of a working visit, members of the republican council met with the composition of the public council at the territorial body, during which they discussed issues of further interaction
