Two leading US landscape design firms – Perry Guillot and Oehme, van Sweden & Associates took part in the development of the project. The project was based on the development of gardener Rachel Mellon, who gave the Rose Garden its now famous look in 1962.

The Rose Garden is a traditional venue for press conferences, and the President of the United States also hosts foreign guests there and hosts the annual Thanksgiving Day turkey pardon ceremony.
