Minister of Science and Higher Education Valery Falkov said that the department is revising its approach to remuneration of scientists.
According to him, it is necessary to provide a minimum salary that would protect any researcher. At the same time, the Ministry of Education and Science analyzes and systematizes the use of incentive payments in scientific institutes and universities.
“The efficiency of science cannot be raised just by raising wages. Without the availability of equipment, without the presence of an interesting team and unique tasks – we will not achieve that we have strong universities in the regions. So that we do not go abroad, ”he said in an interview with RBC on Thursday, April 1.
Falkov called the practice wrong when, in order to fulfill the presidential decree on bringing the salary of a scientist to 200% on average in the region, scientists are transferred to half the rate. Such cases raise the issue of improper management of the institution.
“Much still depends on the leader, how much he is able to set a task, how much he is able to get involved in it himself. Completely budgetary financing is also wrong, ”he explained, noting that you cannot just force businesses to invest in science.
The head of the department called the “Achilles’ heel” the ability of universities and institutes to interact with business, the ability not to “just write an article”, but to show the idea and the ability to create a product.
