The Magistrate’s Court of the Moskovsky District of Kazan revoked the driving license of a local resident, Dmitry Hotukhov, who was driving an electric scooter while intoxicated. On Tuesday, November 10, RIA Novosti reports, citing a source in court.

“A decision was made to impose a fine of 30 thousand rubles and deprive Khotukhov of the right to drive a vehicle,” the agency quoted the source as saying.

In August 2020, traffic police inspectors saw in Kazan a man who was moving along the roadway on an electric scooter, wagging from side to side. The police stopped the Kazan citizen and found out that he was drunk. In addition, the 54-year-old citizen did not have documents allowing him to drive this vehicle.

The traffic police said that the power of the electric scooter is 600 watts, and in accordance with the traffic rules of the Russian Federation, it falls under the definition of a moped.

The man did not undergo a medical examination for intoxication. In relation to him, an administrative protocol was drawn up under the article of the Code of Administrative Offenses of the Russian Federation “Failure by the driver of a vehicle to undergo a medical examination for intoxication.”

On August 25, a protocol was drawn up against Khomutov with the deprivation of rights for drunk driving on a scooter. The Kazan citizen himself said that he was sober. He added that he was returning home on his electric scooter. At the same time, the speed of movement was “no more than a walking step” The man said that on the day of the incident, his scooter was taken by a tow truck. Khotukhov paid 5,600 rubles for storing the vehicle in the impound, after which he gave it for examination in order to fix the breakdown.
