The woman almost fell into a half-open hatch, which is located on the Chekistov square in the Voroshilovsky district. She had to seek medical help. The responsible structures were informed about the open well by Volgogradskaya Pravda.ru, but a few hours after the incident, the hatch remained open and was not fenced off.
The technological well has an engraved GTS on the hatch (city telephone networks. – Ed. Note) – as explained in the city administration, these communications are not under the jurisdiction of the municipality, writes Volgogradskaya Pravda.ru.
According to preliminary information, the well belongs to Rostelecom. Nevertheless, they refused to communicate with journalists and asked to send an official request. In a telephone conversation, the representative of the local branch did not deny that the same technical wells are run by the company. She noted that they are “ready to honestly and transparently understand the situation if the victim contacts us.”
The victim herself, Elena, said that it was impossible to see an open hatch in a crowded pedestrian zone. The woman left the office at lunchtime, passed the Astrakhan bridge.
– Near the square on Chekistov Square, I stepped on the edge of what seemed to me to be a closed hatch. Immediately the heavy lid turned over and hit me in the leg, says Elena. – I managed to jump back, otherwise I would have fallen into the well. The leg turned blue and swollen.
Passers-by helped the Volgograd woman to get to the transport and go to the emergency room. There she was diagnosed with a massive hematoma. The doctors had to stop the hypertensive crisis: the shock victim had increased blood pressure. As Yelna noted, she tried to find out who owns the dangerous object, but has not yet received an answer.
Now none of the owners has taken responsibility for the object. Volgogradskaya Pravda.ru appealed to the local authorities and the alleged owner and asked at least to install a fence near the well. But at the end of the day, reporters found that there were still no warning signs near the hatch. At the same time, many people are walking along the sidewalk.
The victim herself found a branch on the lawn and stuck it into the hatch to mark the dangerous spot.
The woman plans to go to court with a claim to the owner. In the emergency room, she received the necessary information for this.
