The United Russia party, together with the Ministry of Labor and the Government of the Russian Federation, prepared and submitted to the State Duma a number of legislative initiatives as part of the implementation of the message of Russian President Vladimir Putin to the Federal Assembly. This was announced on April 26 by the secretary of the General Council of the party Andrei Turchak and the head of the Duma faction of “United Russia” Sergei Neverov during joint briefing.
“The President, in his message, supported a number of important social initiatives. All of them relate to specific help to people. <...> United Russia promptly prepared amendments to the current legislation. Today we are making these changes to the State Duma, ”Turchak said.
He recalled that one of the most important social points of the President’s message, in particular, is the payment of sick leave in the amount of 100% of earnings regardless of work experience for parents of children under seven years old, payments to pregnant women in difficult life situations, monthly payments for children 8-16 years and others.
According to the estimates of United Russia and the government, the initiative to pay sick leave to parents of preschoolers in the amount of 100% of earnings in 2021 will support 1.5 million young parents.
United Russia recalled that the monthly allowance for children from 8 to 16 years old will be able to receive parents who have a court decision on the payment of alimony or single parents, while the average per capita income in such families does not exceed the regional subsistence minimum. The amount of the allowance will be half of the subsistence minimum for children in the subject of the Federation. It can be installed for each child individually. This year, the payment will be appointed for 360 thousand children.
In addition, one of the support measures was the establishment of a monthly allowance for pregnant women in difficult life situations in the amount of 6350 rubles per month. This year, such payments will be able to receive about 630 thousand women, noted in the “United Russia”.
According to Andrei Turchak, in the first days after the May holidays, the amendments can be adopted in the second and third readings.
As Sergei Neverov assured, all initiatives will be supported by the party’s faction in the lower house of parliament. Also, the faction will quickly develop additional initiatives for adoption by the State Duma, he added.
The “United Russia” also noted that the President, in his message to the Federal Assembly, also supported a number of initiatives sent by the party. In particular, free connection of people to gas, support for large infrastructure projects in the regions with preferential loans for a long time, renewal of the ambulance fleet, an increase in the number of mobile clinics and the purchase of school buses.
On April 22, during the announcement of a message to the Federal Assembly, Russian President Vladimir Putin focused on social issues, proposing many measures to support Russian families with children.
On April 26, the speaker of the lower house of parliament Vyacheslav Volodin said that legislative initiatives to implement the priority tasks of the message were submitted to the State Duma.
