UK offered to register orphans in administrations before receiving housing

The Investigative Committee of the Russian Federation proposes to provide registration to orphans in the administrations of municipalities before the allocation of housing to them. On April 18, the official representative of the department, Svetlana Petrenko, told TASS about this.

According to her, if the orphans have not received an apartment, then they have no place to register, and this entails administrative responsibility and the impossibility of receiving benefits.

“With the participation of the IC, a draft amendment to the federal law has been developed, which establishes the legal basis for registration at the place of residence of persons from among orphans and children left without parental care, prior to providing them with living quarters,” Petrenko said. As the place of registration of orphans, it is proposed to indicate the addresses of the administrations of municipalities (non-residential premises), on the territory of which their actual place of residence is located.

As the representative of the UK continued, orphans need to be taught how to find a job, how to plan a budget, pay rent and ensure the safety of the housing provided, how not to become a victim of fraudsters. Some orphans are unaware of their legal rights, benefits and privileges, she added. We are talking about quotas for education, the right to protection from unemployment, free legal aid.

“Taking into account these problems, the chairman of the Investigative Committee, Alexander Bastrykin, instructed the heads of the territorial investigative bodies on a regular basis to organize explanatory work with children from the unprotected category of citizens,” she added.

As it became known in September 2020, Russia is proposing to introduce a new type of preferential mortgage at 2-6% per annum for orphans. According to the Accounts Chamber, about 200 thousand graduates of orphanages across the country have not received an apartment upon reaching adulthood – people have to stand in line for years.
