The State Duma adopted a law banning the seizure of pets for debts

On April 13, deputies of the State Duma of the Russian Federation adopted in the third reading a bill prohibiting the confiscation of pets from debtors.

Now the Civil Procedure Code of the Russian Federation contains a list of farm animals that cannot be levied on execution documents. It will be supplemented with animals specified in the federal law “On the Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation.”

It is clarified that we are talking about those animals that are not used in business.

“As noted by the Chairman of the State Duma Vyacheslav Volodin, the seizure of a pet is a very painful event, therefore the amendments will prevent a tragedy that could play out if the bailiffs take the animal,” the State Duma press service commented.

The authors of the document were the chairmen of two committees of the lower house of parliament Vladimir Burmatov and Pavel Krasheninnikov.

In January 2021, the head of the Zoopravo Association, Anastasia Fedyunina, proposed creating shelters for confiscated animals at the expense of budget funds. The problem of confiscation due to inappropriate maintenance is most pressing for wild animals that are difficult to accommodate in existing nurseries, she said.

On April 12, a bill was introduced to the State Duma on the right of the Cabinet of Ministers to establish requirements for citizens with animals to visit catering establishments and shops. As stated in the bill, many owners of small breeds of dogs take them with them to cafes, restaurants and supermarkets. Animals contaminate carts and baskets with products of their vital activity, which provokes conflict situations.
