The approach to social support will continue to change – aid from the budget will increasingly focus on those who really need it. This statement was made by the head of the Ministry of Finance Anton Siluanov at a meeting of the Public Council under the ministry (Izvestia has a record of the event).
“During the pandemic, we found new solutions in terms of prompt delivery of social benefits to recipients. Now approaches to social support of citizens are changing, we want to focus on those in need, ”said Anton Siluanov at a meeting of the council under the Ministry of Finance.
According to him, approaches to determining the category of those in need are now being discussed in the government.
The press service of the Ministry of Finance recalled that a number of tools for improving targeting have already been launched or are planned for use, in particular, a system of electronic certificates based on the Mir payment system. The experts said that the criteria of need need to be improved more actively.
Earlier, the Ministry of Labor changed the rules for calculating child benefits in order to exclude payments to “suspiciously poor” families – those who officially earn little, but at the same time own property that is significant by Russian standards – for example, several cars. An obstacle to receiving benefits will not be the simultaneous presence of several apartments for families, but no more than 24 square meters. m per person, or residential buildings, but not more than 40 sq. m per person, and one car. The new rules came into effect on April 1 this year.
The government previously instructed the Federal Tax Service, the Ministry of Labor, the Pension Fund and Rosstat to conduct a pilot project in 2021, which will allow, based on data from state information resources, to identify families in need in order to provide them with targeted support.
