Next year, federal budget spending on civil research and development will be cut by 6.3% compared to the pre-crisis plan. At the same time, the defense industry will be less affected by funding cuts.

486.1 billion rubles will be allocated for civil research in 2021, while in 2022 it is planned to reduce appropriations for civil research and development by 4.8%.

The decision to save on science was made due to a 1.6% increase in budget spending in 2021 relative to last year’s budget law and a 2.5% cut in 2022.

After record-breaking spending on the fight against coronavirus infection and its economic consequences, the Ministry of Finance announced a forced sequestration of the budget: through “cost optimization.” Reduction of funding is expected in the state apparatus and the army.
