The addressee of this document is the federal government in Berlin as well as the governments of the federal states.
According to the plan of the German Teachers Union, students with relatively small gaps in the program should receive the opportunity to take additional classes in the next academic year. Children with larger gaps are encouraged to volunteer to repeat the school year. The cost of implementing the additional support program for schoolchildren is estimated at two billion euros.
